Marcia E. Heister is an adjunct consultant with Altman Weil, Inc. She focuses her practice on law department development, operations and evaluation. She also works with law firms to develop client relationship programs.

Ms. Heister has expertise in all in-house legal functions, including evaluating, developing, structuring and staffing law departments, creating legal operating policies and procedures, implementing document and litigation management systems, developing compliance programs and systems, outsourcing and offshoring, budgeting/cost management and risk management.

Prior to joining Altman Weil, Ms. Heister served as General Counsel of several public and private financial and technology companies where she led the development of corporate legal, governance and compliance functions. As a consultant and lawyer, she has provided legal support for strategic business development, including the development of offshore ventures, and has implemented sophisticated compliance programs.

Twice in her career, she was called upon to become the first internal General Counsel of, and to create a full-service in-house legal function for, rapid-growth publicly-held enterprises: Independence Bancorp, a NASD-listed bank holding company and, Concord EFS, a NYSE-listed company which ran the STAR ATM network.

Before becoming general counsel of Concord, Ms. Heister served as general counsel of Electronic Payment Systems, the multi bank joint venture created to operate the MAC ATM network. Ms. Heister also served as General Counsel of Sanchez Computer Associates, a NASD-listed global leader in financial services software, and Alliance Consulting Group Associates, an IT consulting firm and subsidiary of publicly-held Safeguard Scientifics. She began her career with Duane Morris & Heckscher in Philadelphia.

She is a member of the Association of Corporate Counsel (ACC) and the Delaware Valley Chapter of ACC (DELVACCA). She was formerly Program Chair for ACC’s National Small Law Department Committee, and Co-Chair of DELVACCA’s Law Department Management Committee. She has served as a panelist and moderator on numerous programs for ACC and the Pennsylvania Bankers’ Association.

Education

Ms. Heister earned her J.D. from the Duquesne University School of Law in Pittsburgh, PA, where she was on law review. She received her B.A. from Hood College in Frederick, MD, winning the Davison Foreman Foundation Scholarship for Outstanding Women. She is admitted to practice in the Commonwealth of Pennsylvania and the United States District Court for the Eastern District of Pennsylvania.

She has been designated a Certified Master Coach by the Behavioral Coaching Institute and is a member of the International Coaching Council.
